Roku did not stop Sozin from starting the Hundred Year War because as he said, he was indecisive. Roku opposed Sozin's idea of "spreading the Fire Nation's wealth" by invading the Earth Kingdom, but as Sozin proceeded with this plan in the following years, Roku merely warned Sozin to halt his actions instead of killing him in order to fulfill his duty as the Avatar - maintaining balance throughout the four nations. His friendship with Sozin obscured his ability to be decisive enough to end Sozin's life, and by allowing him to live, this indirectly led to Sozin betraying Roku by leaving him to die and consequently Sozin initiating the Hundred Year War.
